Completely dead (to be honest).
There used to be a bylaw that prevented ANY business from being open from midnight until I think 06h, and they HAD to close on pretty much every holiday.
It was repealed last year, but naturally people and businesses are still adjusting. McDonald's closes at 23h, and bars will only stay open past midnight if they have enough people (which they don't, because everybody is so used to them being closed). The only places "open" are Mac's (Couche-Tard for Québécois) and Tim Hortons (and even then, only their drive-thru).
The city is totally active until about 23h. Plenty of bars, clubs, restaurants, and entertainment...but because of the old bylaw...yeah. Completely dead at night.

Yes, by Romanian ones neither - but I think you have compared it with cities posted foregoing. Living in an average town here - the average Slavic town, used to be much more of a village before communism, then there have been built shittons of commieblocks. All the cities look the same - Romania, Bulgaria, Poland - not much of a difference. Only the Transylvanian towns have kept their identity since there weren't built so many commieblocks, hence they are more visited by foreigners and more beautiful.
Even the villages look good there in the North.

I live in New York which is a different league altogether, but it usually surprises my friends who come to stay with me for a little bit of time throughout the year. Spring is the best time, according to my friends.
