East Asian accents are some of the worst, but my vote goes to any francophonic African.

>francophonic African
I disagree, I used to work in a gas station where we had all sorts of customers. I've seen some African people who clearly didn't speak much English; I can't tell where exactly they were from but their accents sounded nice. Very smooth and quiet.
The British accent almost sounds educated when you can understand it. Other accents sound dumb.

I really like Welsh accents too, they speak is a sort of sing song melody
I'm probably gonna get crucified for this but I actually like the "neutral" american accent. It sounds smooth, in a way.
Best: Luxembourgish (had a foreign exchange student in high school from there, we became pretty good friends and he had the coolest accent ever and I haven't heard anything like it since)
Worst: Russian
Best: Norse accents. They sound happy by default to native English speakers.
Worst: Any east Asian accent. They slur every consonant they come across.
