There are a number of ways to justify the difference in helicopters. First, the Vietnamese are poor, and likely had few helicopters that they got from the Soviets, whereas we had many. Second, we definitely used more helicopters as the invading force, needing to get more people into position, as well as just having more people to transport. On top of that, they likely used less helicopters since they were familiar with the area, while Americans had to airdrop into position.
