Actually that last part is interesting, he may not have believed it, but in order to promote the weakness of democracy, in Fascist Italy the US was promoted as being torn apart at the time by the Mob, who were all over the news (like Al Capone and the like). He wanted people to think democracy was too weak to stand up to gangsters and I think it played into his anti-Mafia policies too

However I also think it is important to note that the US never fought the majority of the Japanese army. Mostly the Japanese airforce and navy, which they beat into a pulp.
