What's impoverished about it? Of course the average rustic's life isn't glamorous or full of luxury (though neither is suburban or urban life), but it's certainly much nicer than South America. There are no peasant de facto serfs, no savages, no natives, no drug lords, etc.. It's pretty consistent on the basis of pronunciation. Looking at the spelling and working from the classification of letters as vowel or consonant is useful in general, but h, y, perhaps w, and the vowels, can cause some confusion if you work on this basis alone.
The simple way to figure it out is to say "a _", and if the article automatically blends in to the word, then you know you need to use "an". Thus with "a woman", we get the "front" of the "w" to draw the line between the two words, but with "a hour", it turns in to "aour", so we need "an".
