Yes, the southern half of México, Guatemala, Honduras, Nicaragua and El Salvador are part of the Mesoamerican cultural sphere, sure, but other countries considered to be "Central American" for example (CR, Panamá and Belice) are not part of said cultural region and in the case of CR and Panamá both have stronger cultural ties with the Caribbean region and South American cultural regions.
