With consistent practice, tracing of a reference, always trying to improve experiment with styles/shadows/coloring etc. for like 30 minutes every day, you could get good after a few years.
I'd say the most important thing is copying a reference, a character is the easiest perhaps. Landscape and animals are completely out my league. Bottom line is, the most simple shit, can in a larger picture look extremely elaborate and detailed. Pic related. Just some fucking lines, you can even see the white background.

Start tomorrow or something. Just buy some paper and look into what type of pencil you want to use.
Find some pic on the internet or some object in your room and start coyping it. When you're confident in your skills (anywhere from 3 months to 1 year depending on how retarded you are) maybe look into getting a drawing pad, since that saves you some money on paper and makes it easier to clean up, practice and use different methods/effects etc.
Maybe make it a goal to draw new character each day. Save your works. and eventually go back to them and draw it again so see visible improvement.
