Why? Because the PRC usurped the RoC from power, while the RoC claims legitimacy because of the Qing Emperor's abdication to them.
The PRC's legitimacy comes from de facto force. The RoC's legitimacy comes from de jure.

"WE WUZ QINGZ" in that they were Qing before 1911 and then became RoC after 1911. If they were not, then there's no way they are the legitimate successors.
