In the Star Spangled Banner there is a sense of national strength and struggle that is presented to the listener in a form that elicits power and drive.
This is the criteria that a national anthem should strive for. It should never be subdued, it must be thunderous and emotional.
The UK does not achieve any of these criteria. It only elicits the correct emotional response if you are raised in the culture, and an anthem should effect citizens and foreigners alike. If feels more at home in a church than on the field of triumph.
Perhaps you can make an argument that it is a fine song, but as an anthem it is grossly inferior.
