Sure, they own small pocket of the world might not be, but the reductions in poverty, public health, etc etc in the developing world is fantastic. That can't be the primary factor in this. It only applies to married couples, and even then you can get a paternity test if a court approves it first. They also just go to Spain if they really need one. The vast majority of men never need a paternity test and wouldn't be effected by this anyways.
