What the Russian said is retarded, but not impossible. Lake Chad shrank quite a bit in a short amount of time mostly due to droughts (although deforestation changing watershed patterns also had an effect). Not defending him though, the Aral Sea definitely shrank due to human activity.
But that's not definitive, the countries that have the river can save it if they want, but they prefer having cotton crops.
