Might be mandatory in some schools but that's up to the school board or district. As far as I know there is no national mandate that kids learn a foreign language.
When I was in middle school we had a class in 7th grade that was an intro to foreign language. For half of the year we were taught French and the other half Spanish. In 8th grade we picked whether we wanted to do French or Spanish. In high school we had could do French, Spanish, or Italian. I believe you needed a certain amount of foreign language credits to graduate (I think it was about two classes worth) but it didn't have to be Spanish and it didn't even have to be of one language. I think taking French I, and Italian I would have been just as good as taking Spanish I and II. Those who did foreign language in middle school could start at level II of the language they chose when they went into high school. The exception was Italian since that wasn't offered in the middle school.

Yeah, I was originally hoping to go for German, but the last German teacher had retired a couple years before and they couldn't find a replacement.

Spanish has been part of the curriculum for years. You "learn" Spanish 1st-5th grade here and then come middle school have the option to pick your language. Most do Spanish at that time because it's easier than the other languages. By the way the only thing you really learn in Spanish during those four years in elementary school are colors and numbers (1-10).
