Birthrate doesn't take into consideration death rate. And it doesn't tell you anything about aging population.
Fertility rate doesn't matter /year, because it worries about /generation. If women don't have enough children to replace themselves + the fathers (+ any people who don't end up reproducing), then the population will eventually decrease.
