In my city, they subcontracted to a German engeneering office this 50 millions stadium (pic related), which they completely fucked up as they sneakily weakened the whole concrete structure to cut the costs. Now there are cracks everywhere and the construction had to be stoped halfway. Nothing can be done and it have to be destroyed.
And as the office failed, it has become a nightmare for assurance.

the thing is VERY simple. the administrations within the EU are forced by eu-law to pic the cheapest contractor for their project.
no chance for them to reject a ridiculously cheap offer.
so those contractors start working - knowing VERY WELL that they could never ever finish the project with the amount of shekels.
the state gives a few hundred million and after they started working - not a single politician in the whole EU would EVER say to the people "this project was stupid. we wont continue".
so they spend more and more and more.
obviously the contracting company is bankrupt really fast - but who the fuck even matters?
gmbh means let it go bankrupt - we are simply funding another company.
thats how we roll in the EU nowadays.

this one is right. civil engineering is generally overly beaurocratic, slightly corrupt or at least intransparently managed and always more costly than the first estimate.
technological pioneering in small coorporete buisness and a good engineering tradition is what keeps us competetive. Like, middle range companys from some small town are somehow world market competitors, sometimes leaders, in some highly specalised market.

Well, I complained about German engeneering, but let's be honnest, it's probably not really the engeneers' fault, but more all the people who are asking them to cut costs as much as they can.
In the case of this stadium, they literally removed up to one third of the metal rods of the reinforced concrete that was supposed to hold the structure. So obviously, when the security check happened at the end, it failed massively to pass.
Another good exemple is the A380 project: all the guys from the marketing and sells department were selling the stuff by saying the inside will be modulable at will, while the technical studies were barely starting. The result is every companies had their own specifications and configurations, which made it an insane nightmare for the engeneers that had to deal with sometimes completely contradictory features. Thus the massive delays and overcosts for the plane.
