France - yes, because the French shared many ideals with the Brits. Since America took its politics etc. from the UK, I'll assume they would have done the same thing under French rule. The US wouldn't have been that different probably.
Spain - no. Spain has a history of exploiting its colonies and then just leaving them for dead. The US has a lot of resources to exploit so the Spaniards would've felt right at home.
