No, the NDP were the ones who promised to legalize immediately but they wouldn't have been able to.
They are currently in the process of drafting the reforms of the legislation. The government has only been sitting for a few months and they want to get it right, which is difficult in our federal system like ours involves consulting with the provinces etc. (they are still trying to figure out who will be able to sell it for example), plus all the international treaties and regulations that Canada is subject to must be worked out.
Besides it's not even remotely difficult to get if you're not a bumbling autist.
