The rest use him as a reference to how shit the country used to be (Not that it's amazing now, but it's miles better).
Pretty much the only good thing about him was telling the Soviet Union to go fuck itself and that during his reign, the schooling and intelligence systems were some of the best in the world, but he was obsessed with paying the war debnts and starting his own bank to loan money to other countries, and was killed because Securitate decided he became a liability.
And because of all the cronies and thieves and subhumans that got put in high positions during his reign (Because they were loyal to the party), the industry and economy fell apart when they picked it for scraps like vultures.

And yeah. Ceausescu both really liked socialism and sovereignty, and was deeply against invading other countries. He saw the Warsaw pact and Russia's invasion as tainting the "sanctity of socialism".
Also, I didn't know that Czechs or Slovaks remember we stayed our hand and didn't invade Czechoslovakia. I've gotten used to people not remembering the services we did them in the past.
