How? When land mines are placed, they are placed during a time of war. They want an enemy combatant or the like to get killed/maimed. The last thing anyone that isn't edgy is for some innocent person to get caught in the crossfire.
So should an army make maps of every single mine for the purposes of efficient demining when hostilities end. No because this may get into enemy hands.
When hostilities end they should feel obligated to demine (which is a hard as fuck task not to mention dangerous) and if any innocent person gets maimed maybe give them 250,000 dollars for expenses and to make their own destiny. Or something like that.
We have a lot of them on the border with what used to be Syria. Sometimes stray caws and tourists blow up on them.

We are free of mines now, but my hometown had quite some mine fields because it was part of some stupid last stand (we have war graves dating to the 07.05.1945).
My grand mother was in the Red Cross back then and she once told me how they were carrying a mine victim to the more then 20km away hospital. It was hard to organise a horse carriage (horses were taken by Germans first, then by the Soviets). He died when they finally were near the hospital. An unnecessary death a year or two after the war.
