It depends on the meaning of the word "oldest".
Technically Bulgaria because it's the first time a word was used to describe a set of rules within a territorry and its people.
San Marino and Bhutan have the oldest constitution.
Switzerland and Portugal have the oldest borders.
China has the oldest form of organized government/bureaucracy.
The Chinese Great Wall was the nation border line.
Mongolian and Manchurian came from the outside of the wall. They were foreigners for Han-Chinese.
Mongolian built the Yuan dynasty. Manchurian built the Qing dynasty.
Were the Tang dynasty and the Sui dynasty in the same? I'm not sure.
