Distillation is more expensive and dangerous than brewing. If you don't know what you're doing when it comes to distillation, you can accidentally distill toxic alcohols which can kill you. I don't know Russian law, but home distilling is illegal here, so it's difficult to get the right equipment and find support for it.
Making beer, however, is safe and while the start-up equipment might set you back about $100, you can easily pump out $100 worth of beer with $30 of ingredients.
