People use 1 headed one because hawk/eagle is on top of a food chain, it eats stuff and nothing can eat it, right? So.... what's the deal with 2 headed versions?
I believe Romans/Byzantines used it to represent unity or something between their 2 administrative regions, while still being one empire. Or something.
Why are we (and Russians and Greeks and who ever else) using it? Our emperor got Byzantine standard as a gift from Constantinople, but why the entire bird?
