There's several genres that explicitly rely on female leads. Even without that, Evangelion, easily one of the most popular anime of all time, immediately comes to mind as a show full of useful women.

Anime work with trends in stereotypes because it survives solely by the audience. If the audience is getting tired of the "damsel in distress" type of woman, anime attends these demands and start to create lolis with huge swords.
