I didn't go in the winter time (went last July), but during the summer it is humid as all hell. I went out to eat at around 10pm one night and it must've been +30C out.

Ultimately it depends on where you go.
My best bit is if you have friends in China or know people who are there get into contact with them so they can show you around. That or hire a tour guide from a trusted organization or something.
Also just use common sense when you go. I haven't had any encounters when I went out during the night (then again I was in the southwest for most of my trip), but it's always better to be safe than sorry.
There have been incidents where people have been stuck up at ATMs during the night in Guangzhou I believe (?) and in one instance a person had their throat slit. During the day you might just get glances, but I've never felt anyone was going to physically assault or try to pickpocket me, even waiting to get into Tiananmen Square.
