Under his rule, USSR fast industrialized, made 99% of population literate.
In the other hand, he purged Army elite before ww2, that leaded to the tragedy of 1941 year. He also managed brutal policy to some national minorities. He made a deal with Nazis, that indirectly caused ww2, and also made France and UK insane about USSR, so they didn't help us until 1943.
