Summed that up beautifully. Usually it's the former in my experience, so many non-native speakers have told me this and none of them had particularly great English, if I'm being honest.
An Estonian guy I talk to has pretty good English and he claims to have that almost 100% from video games, but even he struggles to find the correct words in English to describe what it is he's trying to say. I'm not saying it's a bad place to start, but you're never gonna hold significant conversations with people in English.

North Africa wasn't heavily Christian, one of the reasons is that Romans had no interest on Christianizing them.
Berbers were preferring living on mountains and not in big groups, so it wasn't looked into as a society someone would love to conquer. Until lately a lot of Berbers had no idea that we are being ruled by a kind and some of them thought we still ruled by a king that 2 kings ruled after him now.
I don't know what you mean by "white", if you mean culturally, I don't think so. It's the same like how Arab Christians are Christians but culturally they are plain Arabs.

Most people graduate from highschool barely knowing how to say "Hello, how are you?, fine thank you".
Then in university they have to take english classes again and they are supposed to get a B1-B2 level or so to graduate. The certification exam is so fucking basic and yet most people have to try 2 or 3 times to be able to barely pass.
My highschool had a cambridge partnership or whatever and the teachers had travelled the UK and USA for some months. It didn't mean shit.
