Unemployment rates are amongst the most manipulated numbers by governments. Typically, in the UK, they have around 2,5 millions people labelled as "long term sick" who are not considered as unemployed. They were barely a few thousands when they created this system decades ago, and the various governments used it to convenientely manipulate the unemployment rates, until it peaked under Blair I think.
Not that it's better in France, as the numbers here only takes 1 statistical category into account, while pole emploi has 5 of them (which almost doubles the rate from 3,5 millions to 6,5 millions, so a 20% actual rate).
