Why has the "Panama Papers" scandal blown up like this?

I'm from South America and I thought it was just general worldwide knowledge that companies, rich people and criminals hide massive amounts of money in Panama, Bahamas, Colombia and other tax-heavens around the world.

Same as with the FIFA corruption scandal. Like if there was a single person on earth who didn't know FIFA is corrupt to the core...
