At least during the '30s, Halifax was so important that the US was prepared to poison gas and aerially bomb the place if we couldn't take it over via amphibious assault. It had five out of the country's six underwater cables and a bunch of other really important shit, at least back then.

this was the official plan to invade Canada from the US army until some point where we got rid of it in order to strengthen relations. In reality if we did have to invade Canada we probably could still use it as-is.

War Plan Red was focused on Britain, so really we'd give Canada an """""option""""" where we won't invade them if they agree to give us control of their primary and secondary ports plus some strategically important plots of land until the end of the war. The Queen probably wouldn't like that happening to one of her Commonwealths, though, so they're probably be pretty fucked. That's where the first, fleshed out part of War Plan Red comes in.
Canada is basically just a potentially British-sympathetic obstacle sitting between us and our enemy in that plan.
The reason it was scrapped was because by 1942--the year when we officially shelved the thing--we were full-on allies to the British, as opposed to prior to then, when we were associated powers at very best, and on-and-off at each other's throats at worst.
