You could theoretically breed people who look full Asian that have blue eyes.
Breed a bunch of halfsies, each with an asian parent and a blue eyed parent.
Next have all of those halfsies breed with full Asians.
Now we have a stock of 3/4 asian folk (like Bruce Lee) of whom half are carrying a recessive blue eye allele.
If the stock of 3/4 asians are allowed to freely breed amongst themselves one quarter of them will have blue eyes.
This can be done more efficiently or done to a further degree to make blue eyed asians who are still greater than 3/4 asian.
