its literally just the dutch tricolor+CoA of Albany, the Dutch settled it. NYC's flag is a sideways dutch tricolor with its CoA on it, same thing. Some other Dutch-settled cities and towns have this.
The difference is that the NYC flag looks like shit while Albany's is fine. Regardless the New York State flag looks better than both.

The state flag looks good
the NYC flag looks like shit, it flipped the tricolor for no reason and its seal looks terrible.
Albany's tricolor is slightly better as it didn't gut the original tricolor and it's seal doesn't look like shit.
New York State's look the best because it doesn't go around with a tricolor in the first place and has a nice state seal. Tricolors are stupid. It also doesn't fall into any other blue-flag pitfalls like having its name in big ass letters or having a shitty state seal (or for states like Montana, both).
