Actually been on a trip to all those countries except Serbia and Russia. Recommend it if you want fun, cheap booze and entertainment etc. I'm sure Serbia is just as fine, idk about Russia though.
People are really friendly in eastern Europe, at least young people. Outside the city, they can either be hostile or super friendly, it's all about how you present yourself I think.
