No, that's pretty much textbook. Everyone is taking a seat, not wasting space and being too autistic to sit next to one another, and the people in front of them are a good foot or so away from them while still getting some shade/cover so the people behind them have enough comfort zone.

Back in school, it was very un-ordnung. We'd often basically form a semi-circle around the opening in the fence where the bus door would open and push as hard as we could to get in. Not without reason though, often the bus hadn't enough capacity so you'd have to wait another hour for the next one if you didn't make it among the first 4/5 or so

Sometimes people queue even when a bus isn't there for them, so I assume I'm standing in one and the bus just drives off.
The real test is whether or not the queue is still orderly when it is time to enter the bus

At my university, we have busses that stay on campus and busses that leave campus, and one night it was cold as fuck snow everywhere and it was like 10PM, the campus only bus stopped and I didn't get on, and while the campus bus was stopped the off campus bus passed. I had to wait another 30 minutes. Bus drivers are retarded.
