I think this is true for every nation to some extent. Like often the accomplishments of exceptional individuals were in spite of the country they were living in, rather than a result of it being exceptional in a positive sense. I mean it's not really an accomplishment to produce borderline suicidal writers assembly line style even if their work turns out great.
Basically the general situation was so shit that some people got so fed up that they had to rise above, it just in order to maintain some sort of sanity. Or they just went insane and accomplished something that way, until they drank themselves to death or whatever. At least that's how I judge it from afar.
