It's seems like a good idea. It'll be implemented over the course of the next 6 years I think, which is a good rate, and small businesses get an extra year to keep up. It's probably still gonna be a bit of a shock to the economy, but this wouldn't have happened if wages had grown steadily in the past few decades.
