In Canada drug users aren't generally fined if they have under a certain amount of drugs on them. It's the dealers/ mules the cops go after since it's just a waste of resources to jail addicts. There's even some "safe injection" sites, mostly in Vancouver, where people can shoot up with volunteer nurses on stand by that supply clean needles and even instruct people how to do it safely. Staff also softly encourages people against it or help direct people to getting treatment. The programs are more successful in getting people off drugs but they're very controversial. There's also needle disposable bins in most cities, which is necessary otherwise you have to worry about a kid getting AIDs for trying to play in a park.
In terms of stopping drugs from getting in, I just don't think it's a practical solution. You either legalize it to destroy the illegal industry or just do whatever you can from keeping addicts from hurting people or burdening tax payers. There was a thing in the news about how 500 million dollars of drugs was found in a submarine by your coast guards. Shit can't be stopped, the money in too good.

Most states require a permit to carry a concealed weapon. If you don't live in one of the states I said in the previous post you have to get a permit to conceal carry. A issued permit is a normal permit, the states I listed were ones where you don't need a permit basically anyone who can own a handgun can conceal carry in those states.

You'd have to force everyone to register themselves as gun owners or just burden new gun owners with having to prove they took a class. But then there's private gun sales, gifting guns, etc.

Even if it's hard to enforce, it puts more responsibility on gun owners. Renewing your license is your way of saying you understand gun safety.
