Governments have something even better than a credit card.
Surpluses are awesome because they mean you've essentially already "bought" the money so that you have less deleterious effects on the currency etc. if you decide to spend it, but there's no reason why a government can't have continuous net debt (up to its ability to furnish repayments) without anything bad happening

I don't understand how a sensible country like Canada can sell it's gold reserves knowing very well that the current financial turbulance will perhaps lead to a giant country like China repegging their coin to a precious metal.
I cannot say we Dutch are smart, a couple years back we sold a large amount of our gold reserves and now at this moment still a lot of our gold is not save in the Netherlands but in the US, it has happened before that the US confiscated gold and gave some petty paper money for it.
We only have this fiat currency for the last 50 years or so, before that it was always gold or silver. It is crazy to think we can keep a fiat currency floating forever.

I don't think there is a logical method to their madness, but I think their accountants believe it makes sense. The Conservative party also played around with our numbers so they could post "fake" surpluses essentially because they'd run on the promise of balanced budgets.
Our governments aren't really into planning for the future. They only care about now until next election most of the time.
