We have School until 16 mandatory, and madatory education between 16-18 however you could learn a trade/do an apprenticeship instead of the last 2 years of school
you have to both choose to go to school between 16 and 18 AND choose maths (which not that many people do)
When my mum and dad were at school everybody learned basic algebra when they were 15/16
