seems like we have same problems
we had a great femine too, about 50% of kazakh population died, then all kazakh-language schools were replaced to russian-language schools and russian government send russian peasants to Kazakhstan to increase population.
And thats why modern days 90% of kazakhs can speak russian language, but only 60% can speak kazakh language.
