By law, we can only have a defense army and a limited number of soldiers. We actually spend a lot of money for the military, but it's badly organised and their equipment is terrible too. If they actually got their shit together Germany could reform the Bundeswehr and employ more soldiers, but at the moment that just wouldn't work.
