Pretty sure it's because rail isn't all that profitable nowadays since everything is manufactured overseas and shipped to you. Our rails on America only exist because of heavy government subsidies. Rail was more useful when we were industrialized, because you need to regularly ship materials from where they're extracted to where they're refined to where they're made into products. Shipping things by boat is an order of a magnitude cheaper than rail, so now that everything is made in China/etc there's not much need for rail.
