Americans live in a first world country with lots of government aid and very little physically enforced segregation. They can walk away from the ghetto, get a minimum wage job and have a fresh start. They probably don't know it's doable or they're taught by parents/friends that it's not worth it. Lots of factors make them stay, but they could leave at any time.

Problem is, ill-begotten money is difficult to invest. Even if you make $200,000 as a dealer, after you buy a nicer apartment you still need a way to make money. It's harder to sell drugs in the suburbs than in Compton or Inglewood.
Most drug dealers don't have a resume to get them a legitimate job. Their best hope is to make a TON of cash and invest it in real estate. A lot of gangsters did this in Miami. Problem is, you're unlikely to live long enough to become this wealthy.
