general/admiral commands an entire theatre/region and all the people inside of it
president (and def. minister) are high command, they command the command, they give orders to generals and admirals
colonel is lower than both regional command (generals) and high command (political leaders, with the whole purpose of military today to achieve political goals)

Here they call it a War Cabinet and it's a smaller version of the Cabinet with only the top ministers (including Defence) and the top military commanders.
But what happens is that the PM gets advice and information directly from the military brass. The War Cabinet is meant to make collective decisions but really the Prime Minister has the last say. So that being the case, I wonder what the Defence Secretary actually does during war.
