999 gets you Ambulance, Police, Fire, and Coastguard
111 is a non-emergency but urgent number. You tell them your symptoms and they'll decide what the best course of action is to take. If they think you need an ambulance, I think they are able to dispatch ambulances (or they pass it on to the ambulance operator). There's some controversy with 111 because the operators usually don't have any medical training and have been known to send out ambulances that wouldn't usually need an ambulance
