If by 1500, Italy was unified under a relatively stable political system, like a parliamentary monarchy, things would be much different.
Unified Italy in 1500 would be OP because Italian city estates by themselves were already pretty powerful, and foreing powers exploited Italy's resources, limiting their prowess. It would be OP.
