Our driving standards are a lot lower than in Europe, where people take a year-long driving lessons that cost like $5000 and getting a license is a life-changing event. Here you pretty much get to drive as soon as you turn 16.

I had to take a class, do a couple hours of practice driving with the instructor, and then take a driving test and written test and I got mine at 15. Depends on the state.
Also, people in europe don't necessarily need to own a car. If you don't have a car in the US you are boned, even if you work is fairly close it can still be a two hour walk.
