Gallop polls indicate that atheism has been the largest growing belief system in China over the past few years, but I think this ignores the obvious fact that religious cults are only successfully suppressed by continuous economic growth, and a general sense of social unity and national ascent.
You underestimate China's capacity for religious suppression.

They were exempt? I thought China wanted their population to go down so they can assimilate the region much quicker, limiting the policy just to Han Chinese would seem to go against their goals.
