I mean, compared to the rest of the world yeah it has been declining. But I've been there many times and it's pretty damn nice, modern and stuff (10/10 infraestructure). The economy is in the toilet but it will recover. The only problem is that spaniards hate themselves too much and they think they live literally in the worst place on Earth.
We were unable to manage our big empire, and after Napoleon everything went to shit. Doesn't help that unlike the UK or Germany, we continued being an agrarian country until the late 19th century.
