I'll grant you that the individual republic systems worked very well, but Italy fell into an artistic and cultural dark age not long after the renaissance period and wouldn't start to pick itself up until the start of the modern era.
Of course it didn't help that the city-states were often too busy infighting to do anything about the HRE and France.
