Dutch have zero claim what so ever at this point, they tried for 15 years and fucked it up in record time. French claims are shaky at best given everyone seems to pretty much ignore Napoleon's conquests and before that they only ever owned the western most part of modern day flanders, and that county was disloyal at the best of times.
Germans might have some claims that go back to the Holy Roman Empire but given the parts of Belgium were lost before Prussia was even a thing, doubtful.
So I guess the ones who're the true owners of Belgium are the Belgians, funny enough.
And what would happen if Belgium split? Well Flanders would either go for a republic or else a city state depending on just how urbanized its become by then and Wallonia would likely try their hands at being an independent republic and either it works out decently (probably focusing on arms production and similar) or else it fails hard and they'll try to hook up with France.
Only realistic scenario for Brussels is city state under direct European government.

Not at all, there's some regionalism but overall Belgium works mostly because trying to change the status quo is to much of a hassle and said regionalism isn't strong enough to actually warrant anything resembling a true independence movement.
Basically the one thing that unites Belgians is a strong sense of political apathy.
