In America public restrooms are free as they are paid by our taxes. Here is a picture I took of a public restroom which you can find off many highways in places called reststops. Notice how it is clean and has no graffiti unlike in European restrooms.
In Europe restrooms are not free and require a fee to enter. Not only do you need to pay to enter but you must leave a tip for the bathroom attendant.
